第26届东盟峰会

经济合作发展组织(OECD)预测东盟將在未来4年享有5.6%的年度经济成长,若增长势头能持续下去,东盟將在2050年成为全球第4大经济体。

东盟有必要成为更紧密结合的政治体,全球投资者虽向来被中国及印度吸引,但东盟应该將自己定义为亚洲的「第三势力」,而更明显的团结,如统一时区,將协助东盟达到这个目標。

东盟拥有超过6亿的工作人口,等同世界第三大工作人口东盟,崛起的中產阶级也让东盟成为全球最有潜力及吸引人的区域。


东盟的国际贸易在过去10年几乎增长3倍,现在东盟是全球第四大的出口共同体。

「东盟的区域生產总值是2.5兆美元(约8.9兆令吉),未来5年则料將增至4兆美元(约14.3兆令吉)。」

现在就是东盟的时代,而东盟必须致力推行东盟经济社区的措施;除了必须移除贸易壁垒,也应移除非贸易壁垒,也就是阻碍自由及公平贸易的法规。


有必要加快统一彼此標准、加强金融市场整合,鼓励各国之间商品、服务、投资、人才流动的措施。

这样的改革能带来转型,而根据预测,东盟內部贸易若从24%增至40%,每年为东盟带来每年2.5兆美元(约8.9兆令吉)的增长效益,並且带来额外7兆美元(约25兆令吉)的基建开销。

这样的成长潜质將对各国经济带来长足的进步,也提升人民的生活水平。

出席东盟开幕仪式的各国领导人包括菲律宾总统阿奎诺、新加坡总理李显龙、泰国首相巴育及夫人纳拉蓬、越南总理阮晋勇、寮国总理通辛、缅甸总统登盛及夫人钦钦温、汶莱苏丹博尔基亚及苏丹后莎列哈、柬埔寨总理洪森,以及印尼总统佐科。

霹雳州苏丹纳兹林沙殿下呼吁东盟各国成员提升区域青年对东盟的「归属感」,以达到推进东盟团结的目標。

无论眼前还是未来,东盟各成员是个无法分离的体系,故此各造必须携手强化区域团结及统一性,以让各国民眾能够安居乐业地生活。

作为2015年东盟轮值主席国,大马將专注于確保针对东盟区域的首要措施及倡仪行动能准备就绪,以便东盟一体化进程能在2015年之后继续积极推行。



有鉴于此,预计我国政府將在本届东盟峰会,针对如何部署及强化东盟秘书处合作的事宜提出建议,以確保东盟国家能够携手推动2015年后的共同章程。

The 26th ASEAN Summit takes place on Apr 27 in Kuala Lumpur, Malaysia and the resort island of Langkawi, with leaders from the 10-member grouping are expected to take stock of the progress of the ASEAN Community 2015 road map.

It is hoped that by the end of this year, ASEAN Community 2015 will no longer be a slogan, but a reality the region will need to embrace.

It is an ambitious plan, covering three pillars - the ASEAN Economic Community, Political-Security Community and Socio-Cultural Community.
Economic integration has been a key focus over the years - analysts say while the ASEAN Economic Community targets have been set, the question is whether members can meet them.
They added that it is not just about elimination of tariffs, but removing non-tariff barriers as well. These include things like infrastructure, communication lines and even the quality of manpower.

Economic integration will thus be at the forefront of Malaysia’s chairmanship in 2015. Leaders will take take stock of the 2015 blueprint, which is about 85 per cent complete.
Malaysia will also help conclude negotiations on a Regional Comprehensive Economic Partnership (RCEP), which will be the world's largest free trade agreement - grouping ASEAN, China, Japan, South Korea, India, Australia and New Zealand. It is also due for completion by end-2015.

 ASEAN Community 2015 is not a destination but the start of a long journey at creating a truly integrated region. 
Also on the agenda during the leader's summit are discussions on the way forward for ASEAN post-2015.
As Malaysia’s chairmanship in 2015, I would proposed a progressive Asean Citizenship, whereby all Malaysian, and Asean's countries of lesser population be granted citizenship of Asean, while selected member of Asean's country with large population, be progressively given the citizenship, to lesser the impact  of intermigration, and flooding of cheap labour across the border.

or each and every Asean country to form 1% of of their population from their counterpart country, that is 9% of their population from fellow Asean country.
The ACT proposal says that a common time would be a historic milestone in Asean regional cooperation, comparable to Asean's decision to adopt English as its official working language.
